Shocking report reveals one in four accused of 'street grooming' is Asian


One in four men accused of ‘street grooming’ underage girls for sex is Asian, a shocking  report reveals.
In total, 2,379 offenders are suspected of attempting to lure vulnerable victims, often using drugs and alcohol, over the past three years.

And a ‘disproportionate’ 28 per cent of them were found to be Asian, in those cases where
 ethnicity was recorded. The ethnic group makes up just six per cent of the UK population.

But although the figures are likely to provoke controversy, officials warn that they are
 incomplete and potentially misleading.
    The report was ordered after the ringleaders of a Derby gang, which subjected a string of
     vulnerable girls to rapes and sexual assaults, were jailed earlier this year. Following the case, 

    former home secretary Jack Straw accused some Pakistani men in Britain of seeing white girls as
     ‘easy meat’ for sexual abuse.

    Several police forces have investigations currently going on into gangs suspected of
    systematically abusing young girls.

    The latest figures were revealed in the most detailed assessment yet
     of a
     crime that takes place ‘under the radar’.

    Civil servants have spent weeks arguing over how best to
    present the potentially incendiary findings of the six-month
    study, which examined
    figures dating back to 2008.

    Asian gangs
    It found that of 1,217 offenders whose ethnicity had been recorded, 346 were Asian, 367 white, 38 black, 464 unknown and two Chinese.

    Analysis revealed that 28 per cent of offenders are Asian.

    The majority of offenders were men aged between 18 and 24, with
     many using flattery and gifts to make victims believe they had an ‘older
     boyfriend’. 

    Of the 2,083 victims, 61 per cent were white, and most aged 14 or 15.

     Many were in care, or had a history of running away from home.

    And many victims were reluctant to speak to police and feared 
    appearing in court because ‘they did not expect to be believed’.

    However, the Child Exploitation and Online Protection Centre said its research is incomplete because authorities across the UK are failing to record basic information. 

    Peter Davies, who leads the agency, said local authorities charged with protecting children are
     failing to take  ‘elementary steps’, including recording statistics.
    He said: ‘This is a horrific crime, it involves the systematic,
    premeditated rape of young children.

    ‘There should be no hiding place anywhere for people who plan
    and take part in this type of crime.

    ‘Victims need a level of help and support that in most parts of the
    country they do not receive and is not on offer to them.’ Mr Davies
    admitted the figures did reveal a ‘disproportionate’ number of male,
    Asian offenders.

    in the Derby case, Abid Saddique and Mohammed Liaqat, part of a gang of nine
    , cruised the streets of the town, picking victims who they plied with vodka and cocaine
     before
     attacking them. In January, they were told they would serve a minimum of 
    11 years and 
    eight years respectively before they could be considered for release.


    But he warned: ‘Focusing on this problem simply through
     the lens
    of ethnicity does not do it service.’

    The Government will publish an action plan in the autumn, 
    detailing how it will respond to concerns about the
    sexual exploitation of children.

    Last week, Children’s Minister Tim Loughton provoked a row
    by suggesting that ‘closed’ Asian communities have
    turned a blind eye to
     child sex grooming by gangs of men.

    He said criminals had escaped detection because of attitudes
    within
     their communities as well as ‘political correctness and racial
     sensitivities’
    of the authorities.

    Anne Marie Carrie, of Barnado’s said the report confirms
    not
     all victims
     come forward.

    ‘Still more children remain trapped under the control 
    of their abusers
     because we are failing to spot the signs,’ she warned.

    Home Office Minister James Brokenshire said:

     ‘This assessment is an important step in our understanding an
    extremely complex issue.’

    More than 2,000 children "victims of sex grooming" -- often by Muslim gangs

    The first UK-wide study of street grooming of children has found more than 2,000 victims of systematic abuse.


    The ethnicity of around half the offenders was not known but in the remainder a quarter of offenders were Asian and 38% were white.

    The Child Exploitation and Online Protection Centre (Ceop) warned against focusing on ethnicity over the issue.

    Head of Ceop Peter Davies said many local agencies were failing to give victims the support they needed.

    The six-month assessment of the scale of "street grooming" was launched after a high profile case saw a number of Asian men convicted of sexually abusing girls in Derby.

    Ceop said it had evidence of 230 gangs, mostly young men, who were identifying and grooming children for systematic sexual abuse. Some groups were large enough to be considered organised crime enterprises that were supplying victims to be raped by paying clients.

    "This is a horrific kind of crime," said Mr Davies. "It involves systematic, premeditated rape of children and needs to be understood in those stark terms. It needs to be brought out of the dark."

    But Ceop's report said that the available evidence was patchy. The review identified 2,083 victims and 2,379 offenders since the start of 2008.

    Investigators were only able to establish reliable information about half of the offenders, the majority of whom were aged between 18 and 24.

    In almost a third of the remaining cases, agencies had insufficient information to draw any conclusions about ethnicity. Of those that remained, 38% were white and 26% were Asian.

    The report said that the majority of victims were white girls - although in a third of cases the ethnicity was not known.

    Earlier this year, the former Home and Justice Secretary Jack Straw said that while offenders came from all backgrounds, there was a specific problem of young Pakistani men targeting white girls because they regarded them as "easy meat".

    Peter Davies called for child protection agencies to do more to protect victims - and said that the UK needed more thorough and reliable research into what was going on.

    "Focusing on the problem simply through the lens of ethnicity does not do it service," said Mr Davies....

    "Asian" is British dhimmi media code for "Muslim." However, the racial breakdown of this study -- "white" and "Asian" -- obscures the possibility that white Muslims could have been involved in some of these cases, and ignores utterly the Islamic legal justification for sex slavery of unbelievers, which has the result of making this sort of exploitation of Infidel children more acceptable.

    Raad Salah was excluded from the UK last week by Home Secretary Theresa May, on the grounds that he holds hard-line anti-semitic views.
    But when the political firebrand travelled here at the weekend, border guards, who are supposed to check all passengers against watchlists of fanatics, failed to spot him or turn him away.

    Officials face a race against time to stop him making a speech to MPs this week. Left-wing Labour MPs have invited him to give a talk on the Israel-Palestine conflict – an event the Government fears will be a major embarrassment.
    Whitehall sources say the Home Secretary, who is determined to take a tough stand against extremists views, is furious at the blunder.

    Earlier this month, she unveiled  the Prevent strategy which said ministers would no longer tolerate those who hold forth on views likely to foster hatred or division.

    One possibility is that the UK BorderAgency failed to serve papers on Salah informing him that he had been excluded – effectively a travel ban designed to keep him out of the UK.

    This could mean he did not know he wasn’t meant to travel. Alternatively, he may have used another name which officials failed to spot.

    Either way, it is another massive blow to the reputation of UKBA, long derided as a shambles by MPs. Keeping out terror suspects and extremists on Government watch lists is one of its most vital jobs.

    One source said: ‘This is a total disaster. It’s probably the first test of the new Prevent strategy  and UKBA has failed it spectacularly.’

    Urgent legal advice is being sought by the Home Office to see on what grounds – if any – he can be prevented from speaking to MPs.

    In 2008, Salah was charged with incitement to violence and racism by a Jerusalem court over a speech in which he invoked what is known as the ‘blood libel’ – a notorious anti-semitic slur.

    In the speech, delivered in February 2007, he was said to have accused Jewish people of using children’s blood to bake bread. Afterwards, the 1,000 strong crowd began rioting.

    Prosecutors said the speech amounted to ‘call to commit acts of violence and encouragement of acts of violence’ and anti-semitism.

    Salah was released from prison in 2005, after serving two years for raising millions of pounds for Palestinian terror group Hamas and for having contact with an Iranian intelligence agent.

     He was again arrested in 2009 for incitement after calling on Palestinians to defend a holy site.

    Mrs May was asked about the case yesterday in the Commons. Tory MP Mike Freer, who represents Finchley and Golders Green, in North London, asked her: ‘The Home Secretary will be aware that Mr Raad Salah has been invited to speak in the palace precincts.

     Given this man’s history of virulent anti-Semitism, will the Home Secretary ban him from entering the UK?’

    On account of protocol, she replied: ‘The Home Office does not routinely comment on individual cases.

    ‘I will seek to exclude an individual if I consider that his or her presence in the UK is not conducive to the public good, and the Government make no apologies for refusing people access to the UK if we believe that they might seek to undermine our society.’

     Bellfield, 43, had death threats and was put in the segregation unit in Belmarsh jail for his protection after he was convicted last week of killing Milly Dowler, 13.


    A prison source said yesterday: “Previously he would hang around with ­notorious ­criminals but prisoners who have attacked ­children are hated in jail.
    “Bellfield knows he is under threat and it is believed he is taking steps to protect himself. He has been seen chatting with key members of the Muslim Boys Gang. Before his latest trial he never associated with them.


    “He’s been given Islamic ­material to read in his cell. But he will always be looking over his shoulder.”
    Bellfield, also serving life for two other murders and one attempt, is to be transferred from the South-East London jail to HMP Wakefield, West Yorks, dubbed Monster Mansion.

    Population in the UK will hit 70m even earlier than feared thanks to 'immigrant baby boom


    Runaway migration will drive the UK population above 70million in 15 years – three years earlier than previously predicted.

    In 2009 official estimates predicted it would take 20 years to reach this landmark level, a figure the Prime Minister has said the nation must not reach.

    But the latest calculation suggests it could hit 70.4million in 2026, placing huge pressure on public services and housing.

    The projection was compiled by the House of Commons library after questions by Tory MP James Clappison.
      It assumes net migration - the difference between numbers arriving and leaving - remained around its current record level of 240,000 a year.

      It shows the population, now thought to be around 62.8million, will rise to 65million in 2016, 67million in 2020 and 69million in 2024.

      The vast majority of the population increase would be in England.

      Today's figures show that even if net migration fell to an average of 180,000 a year, the population will hit 70million in 2029.

      Immigration Minister Damian Green insisted net migration would fall to below 100,000 a year.

      'We are fixing the broken immigration system.

      'Our reforms will bring net migration down to the tens of thousands.'

      Hunt for the 'Burka Bandit': Man armed with knife and umbrella dressed as Muslim woman to rob travel agents


      A man who holds up travel agents with a knife while dressed as a woman in a burka has been caught on CCTV.

      The man, who travels from shop to shop taking 'substantial' amounts of money, was filmed twice in Dunstable, Bedfordshire.

      Dressed head-to-toe in the Muslim women's outfit, he first threatened two women with a knife on a raid at First Choice travel agents.

      He was also seen carrying an umbrella but it is unknown if this was another form of disguise or if he used it to threaten his victims.

      He forced them into a back room where he demanded cash from the safe.

      The first incident happened in July 2009 and the second in May last year but these images were released last week as part of the Crimewatch Roadshow which is currently touring the country.
      The second robbery happened at a branch of Thompsons where he threatened a member of staff and a customer, again with a knife.

      As with the first robbery, which took place just around the corner from the second, he took the women into a back office and escaped with cash from a safe.

      Detective Sergeant Terry David from Bedfordshire police said: 'Witnesses are sure [it was a man] because of the voice, build and mannerisms.'

      He added it was difficult for police because officers can't go around lifting people's burkas.

      'It is a very concentious issue,' he said. 'A contentious disguise and we think he is deliberately choosing that disguise because of that.
      'He could quite possibly strike again.'

      Man accused of raising funds for terrorism


      A man has been charged with raising funds for terrorism
       on three separate occasions last year.
      Shabaaz Hussain, 27, from east London, is accused of
       providing money or property for terrorism purposes on 12 April,
      6 July and 3 September 2010.
      He is also accused of playing a part in preparing for
      acts of terrorism - not thought to be against the UK -
      between 1 January 2009 and 22 October 2010.
      Mr Hussain will appear at Westminster Magistrates'
       Court on Monday.
      He is facing five charges under the Terrorism Act 2000
       and 2006.
      The fifth charge made against Mr Hussain is making
       funding arrangements for the purposes of terrorism
       between 1 January 2009 and 22 October last year.

      Britain Gets First Muslim Woman Lord Mayor


       In a major leap for the Muslim minority in Britain, a Muslim woman was named on Tuesday, May 24, as the lord mayor of the district of Bradford.
      "I am looking forward to being a positive and active ambassador for this wonderful district," Naveeda Ikram told the BBC.
      "I'm keen to see more participation and better confidence from all communities in the democratic process."
      Councilor Ikram was installed on Tuesday as the new lord mayor of Bradford. Chosen as the first Muslim woman for the post, Ikram is a Labour councilor for Little Horton since 2004.
      A mother of three, Ikram, a former Deputy Lord Mayor, is one of the first Pakistan-born females in Britain to take on the leading civic role.
      A psychology and sociology graduate, she was one of the only two Bradford councilors selected in 2007 to take part in a national course designed to identify future leaders.
      The Muslim mayor is the co-founder of Bradford Unites in Disaster, an umbrella organization representing fundraising groups across Bradford. She is also a governor at Newby and Bankfoot primary schools in the district.
      Though being the first Muslim to fill Bradford's mayoral post, Ikram is not the first British Muslim to serve in a high-profile public post.
      In 2007, Labour MP Shahid Malik became the first British Muslim minister after he was named as a minister under Secretary of State for the Department for International Development (DFID).
      Malik has also served as Justice Minister, Home Office Minister and most recently as Minister for Race, Faith and Community Cohesion.
      Another Muslim MP, Sadiq Khan, was appointed in 2007 as a government assistant responsible for parliamentary affairs.
      In the 2010 parliamentary elections, eight Muslims were elected as MPs in the House of Commons. Baroness Sayeeda Warsi, a British-born of Pakistani origin, is the first Muslim woman to serve in the British Cabinet as minister without portfolio.
      Last November, Lutfur Rahman became the first elected Muslim mayor of the East London borough of Tower Hamlets.
      Role Model
      Ikram said it was "a great privilege" to be selected as Lord Mayor of Bradford.
      "As a proud Bradfordian it’s a tremendous honor and privilege to be selected as the Lord Mayor of such a great, diverse and significant place as Bradford district," she said.
      "Although we face some difficult times right now I believe that we have a great future and, over the coming year, I hope to play my part as an ambassador for all our communities in projecting a positive, forward looking image of the district."
      Ikram's selection was seen as a boost for women's role in the political landscape.
      "Unfortunately politics has a bad reputation with some things in Parliament viewed as an old boys’ approach," Val Slater, the Deputy Lord Mayor, told The Telegraph and Argus.
      "So it’s important Naveeda and I are there as role models so we can show there’s a different approach to politics."
      Councilor Slater, who was appointed as the Deputy Lord Mayor, said she and Ikram were determined to mark their year by showing the importance of women in politics.
      "It’s really important to have women’s voices heard and women’s voices listened to," she said.
      "I’m looking forward to engaging with a really wide cross-section of Bradford’s community and being a really good ambassador."
      Britain is home to a sizable Muslim minority of nearly 2 million. The majority of the multi-ethnic minority has Indian, Bengali and Pakistani backgrounds.
